The KEK consists of six experts specialised in broadcasting and business law, and six representatives of the German State Media Authorities. The experts and their two substitute members are appointed unanimously by the Minister Presidents of the German States for a five-year-term. The representatives of the State Media Authorities and their two substitute members are elected by the State Media Authorities, for the KEK’s full term of office. In fulfilling their tasks, the members of the KEK are not bound by instructions.
The KEK takes its decisions by a majority of its statutory members. In the event of a paraty of votes, the determing vote is that of the chairperson, or in its absence, that of the vice-chairperson.
