The Commission on Concentration in the Media (KEK)

The KEK is responsible for ensuring the diversity of opinion in the context of the national organisation of television programmes.

In this framework, the KEK examines whether a company predominantly gains its power of opinion through the granting of television licenses or by changing the ownership structure. For this purpose, it calculates the audience shares attributable to each company.

 

Mandate

The constitutional basis for the task of securing diversity of opinion is the case law of the German Federal Constitutional Court on the freedom of broadcasting.

Organisation

The KEK consists of experts in broadcasting and commercial law as well as directors of the State Media Authorities. KEK members are not subject to directives.
